ABSTRACT
The article reports on the plan of the European Union (EU) Commission to raise more money for rural development, to meet the new challenges of climate change, water shortages and loss of biodiversity. However, Karl Bauer from the Austrian Chamber of Agriculture told a hearing in the European parliament that the EU should introduce a dedicated policy, with its own budget and research effort, to meet the challenges, rather than raiding single farm payments.
