Connecticut Is Taken 'Captive'

Signed by Governor Jodi Rell, State Senate Bill 281 is modeled after captive legislation in Vermont, which has the largest concentration of captive insurance companies. Insurance commissioner Thomas Sullivan noted that the state is an appropriate home for captives.
