ABSTRACT
The article reports that the British Parliament has urged ministers not to wind down work on personal carbon trading (PCT) after publishing a report which concluded that such a system could be more effective in reducing household carbon emissions than green taxes. Under a PCT scheme, individuals would be allocated a carbon allowance--in the form of credits--within a national cap. Individuals would surrender credits as they made purchases that resulted in emissions, such as electricity and vehicle fuel.
