ABSTRACT
The article reports on the efforts of the European Union to formulate long-term legislation on energy and climate change. Europe's electricity companies are clear about their basic mission: to provide a secure, affordable supply of electricity to customers large and small. Key steps of the plan include optimising the allocation of interconnection capacity by implementing market-based mechanisms, coupling markets on different time horizons and developing secondary markets where players can sell unused capacity.
