ABSTRACT
The article focuses on the U.S. Army's All-Volunteer Force (AVF). A historical overview of the AVF is offered. According to the article, the AVF was created as a solution to end the Army's reliance on selective service or drafts to fill the ranks. Former U.S. President Richard M. Nixon reportedly instructed Gen. William C. Westmoreland to determine the feasibility of the AVF. Westmoreland worked with Lt. Gen. George I. Forsythe on implementing the AVF to help rebuild the Army into a first-rate fighting force.
