ABSTRACT
The article addresses the growth of Wal-Mart and the impact the company has on other retailers, and discusses the problems that abandoned properties create for a community. Planning and zoning boards should take a pro-active approach to land use controls rather than reacting to the abandonment of the buildings after they are built. Through the enactment of land use regulations, communities can prevent unusable greyfields, encourage the adaptive reuse of buildings, and control the negative effects resulting from abandonment.
