ABSTRACT
The article challenges magazine executives and advertisers to address the problems in the circulation side of the publishing business. Publishers want the Audit Bureau of Circulation (ABC) to change the rules that define paid circulation as subscriptions sold for at least 50 percent of the basic rate. They want ABC to count a subscription as paid regardless of price. However, publishers are refusing to provide advertisers any other information in return such as the average price paid for all subscriptions.
