ABSTRACT
This article reports that the U.S. Air Force is offering underutilized land on Malmstrom Air Force Base under a program for Enhanced Use Lease by a developer who will build and operate a coal-to-liquid-fuel (CTL) plant on the site. It is noted that the program is intended to improve national security by reducing dependence on imported petroleum. Corey Henry, vice president of industrial communication for the National Mining Association, revealed the capital cost of the CTL plant.
