The article reports that a portion of Europe's electricity could be generated by offshore wind by 2020 with the help of a European Union (EU) Action Plan, according to EU Energy Commissioner Andris Pielbags. He said that offshore wind faced new and additional barriers including grid infrastructure and maintenance. The Commission was also financing two research projects, wind resource map of the Baltic, Irish and North Seas, and a demonstration project using seven-megawatt (MW) turbines, Pielbags said.
