The article focuses on the suggestion given by Kevin Martin, chairman of the U.S. Federal Communications Commission (FCC), to allow cable operators to break up expanded basic services. Martin's 75-cent plan has come after examining whether the FCC has the authority to require programmers to let television (TV) distributors pay for every channel at a la carte basis.
