The article presents information on various defense contracts between Russia and the Indian Navy. In 2008, the Indians were expecting the delivery of fleet flagship carrier Vikramatidya. Last year the Indians were told that the carrier refit will only complete by 2011 or 2012, and would cost about three times the agreed price. It has been suggested that Indian advance payments were used to keep the yard in business, and to finance Russian President Vladimir Vladimirovich Putin's naval programs.
