The article reports on the success of the U.S. Census Bureau's 2000 advertising campaign. The campaign aimed to increase the return rate for census forms. The higher return rates positively impacts the agency's finances. The campaign was a collaboration among Y&R Advertising and partner agencies to target culturally-diverse populations with different advertising approaches.
