ABSTRACT
The article reports on the decision of the state government of California in 2000, to reduce the paperworks for advertising agencies applying and competing for its marketing contracts each year. The state government's requests for proposals usually ask agencies to answer an exhaustive questionnaire and are required to proceed through a number of steps. According to Colleen Stevens, chief-media unit for the Tobacco Control Section of the California Department of Health Services, she is experimenting with a process that would cut down on paperwork. The process, which is comparable to those on the private sector, is the result of the collaboration with the American Association of Advertising Agencies.
