ABSTRACT
The article reports on the implications of a legislative franchising bill for incumbent cable television operators and for industry competition in the U.S. The bill, which was designed to aid competing video providers in North Carolina has actually deregulated many incumbent operators. Local officials are set to review a possible amendment to the video competition bill that would benefit the cities.
