The article provides information on the development surrounding the Base Realignment and Closure (BRAC) conference in 2005 in the U.S. The Department of Defense (DOD) has viewed 2005 BRAC as a unique opportunity to reshape its installations and realign forces. However, DOD must first invest in facility construction to implement the BRAC recommendations.
