Army review draws fire on 2 fronts

This article reports the views of civil rights activist Reverend Al Sharpton and Representative Carolyn Kilpatrick (D-Mich.) on the U.S. Army's decision to exclude minority agencies not partnered with major shops from bidding its advertising account as of March 2005. In a letter to Army Secretary Louis Caldera, Sharpton said that the Army's request severely impedes the consideration of qualified minority-owned and targeted advertising businesses. Similarly, in a letter to Defense Secretary William Cohen, Kilpatrick warned that the Army's proposed requirement creates a large barrier to entry for minority-owned, women-owned and small businesses. The Army, Meanwhile, said it looks forward to explaining how its new advertising contract will create more opportunities for smaller and ethnic firms.
