The article profiles Issa Hamud, director of the Environmental Department in Logan, Utah. It relates that Hamud is a Muslim from Somalia who came to Utah State University in 1988 to study irrigation management. Unable to return to Somalia, he took up engineering degrees and went to work for the city of Logan. He became the environmental director in December 2000. He initiated the curbside recycling in Utah, which has made the state improved to 14.2 percent in recycling effort from its previous four percent.
