ABSTRACT
The article reports on the reaction of the audience to the speech of Arizona Governor Janet Napolitano during the opening session of Legislatures at the Tucson Convention Center. Napolitano assured the crowd that her budget proposal would balance the budget in 2009 without raising taxes. The author noted that the audience did not applaud after hearing her answer to a question from Jerry Gutierrez of Premier Hotel Group regarding employer sanctions for hiring illegal immigrants.
