The article focuses on the need for high-quality, low-power digital television (DTV) systems on television stations. It expects that better service for television broadcasting can be offered through lower powered transmitters. Moreover, it notes that DTV transmitters and antenna systems has focused on equipment for large, full-power DTV systems.
