ABSTRACT
The article reports that the German government is lobbying other European Union (EU) member states to build an alliance against Commission plans for network unbundling and restrictions on foreign investments. The Germans fear the proposals will create a new EU tier of bureaucracy. Deputy economics minister Joachim Wuermeling called the measure "disproportionate." They oppose the creation of independent grid operators and plan to make proposals of their own.
