ABSTRACT
The article focuses on a series of intense debates that occurred two years after a pair of May derailments infamously knocked out the Powder River Basin (PRB) Joint Line for a few days and curtailed coal loading for several months. The debates as to why and how these derailments occurred has led to a lot of finger pointing and accusations between the railroads, the coal mines, and the utilities that buy, ship and burn that coal. The National Coal Trade Association has taken the industry lead in solving the fugitive coal dust issue.
