ABSTRACT
The article presents political developments in the U.S. in 1987. The continued federal budget deficit has pressured legislators to come up with fiscal regulations that will resolve the deficit issue. On the other hand, state and local governments are mandated to respond to provisions contained in the federal Tax Reform Act of 1986. Meanwhile, President Ronald Reagan has issued an executive order that requires federal executive agencies to undertake a federalism assessment on any policy or legislation that have significant implications for federalism.
