ABSTRACT
The article reports on the statement issued by David Freud, author of a government review into the welfare system, that a human resources (HR) shared service should be set up to support smaller businesses that are willing to take on long-term unemployed people. He said that a centralised HR operation would be a natural development in putting people in the right place with the right support.
