The article reports that Europe's biodiesel market has struggled since its infancy to balance supply and demand, at the whim of political interference. The European Union's target for biofuel use is that 5.75% of biodiesel or bioethanol must be blended with regular diesel or gasoline by 2010. Biodiesel production has increased rapidly since the early 1990s, and is expected to reach 8m tonnes/year in Europe by the end of 2008.
