The article focuses on the symbolic importance of a Russian mini-submarine planting a Russian flag on the sea floor at the North Pole. It is stated that this enhances the country's claim to the ten billion tons of oil and gas deposits under the Arctic Ocean's continental shelves. It is reported that what is generally not known, or lost in the Navy's history, is that the U.S. Navy as early as July 1958 had done the exact same flag-planting, except that this time it was a U.S. flag.
