ABSTRACT
This article reports on an effort by 100 countries around the world to regulate international trade in small arms. A proposed treaty would ban the sale of these weapons, which include guns and portable grenade launchers, to states with poor human-rights records or to those suspected of using the arms to perpetuate wars. The U.S. has refused to submit a proposal for the treaty and is the only United Nations member to vote against the treaty talks. The U.S. exports $13 billion in small arms annually.
