ABSTRACT
This article examines the local cluster initiatives developed by various European countries to accelerate their economies. The initiative was first created by the French national government to address the performance of French firms and strengthen the relationship between firms, research centers and education institutions. A description of a generic cluster development process is given. An analysis of the New Zealand situation is also presented.
