ABSTRACT
The article deals with a regional workshop of 15 Balkan countries under the auspices of the U.S. National Guard's SP. The conference focused on three topics including SPP, NATO membership and interoperability and going beyond the military-to-military relationship. According to Lieutenant General H. Steven Blum, these kind of conferences are useful, so that emergency responders will not have to exchange business cards and work out protocols in a time of crisis.
