ABSTRACT
The article presents views of Arie Kooij, leader for Akzo Nobel NV's Ningbo, China, Project, on how he deals with issues of labor shortage, costs, and bureaucratic interference. He says that he uses the stick and carrot approach to deal with labors. He offers small financial incentives at shop-floor level so that workers with no accidents or recorded incidents are rewarded. He also acknowledges that Akzo Nobel has no problem meeting evironmental controls being imposed by regional authorities.
