ABSTRACT
The article deals with the efforts of Paul Stafford, manager for the merger of Inland Revenue and HM Customs and Excise, to help the customs authority of Romania to restructure their human resource departments as they prepare for the county's accession to the European Union. For the Romanian customs authority, the accession will mean moving resources away from what would become internal EU borders with Hungary and Bulgaria.
