Is HR still admin-focused?

The article discusses a study conducted by Mercer Human Resource Consulting on the change in the human resource functions of organizations around the world. The 2006 Global HR Transformation Study found out that twelve percent of organizations had already completed a transformation. It also revealed that forty percent listed human capital strategy as a principal function and sixty-four percent expected it to become a key function. The study found out that the HR functions remain essentially administrative and transactional in its focus.
