ABSTRACT
The article reports that Qwest Communications has invoked the so-called "shot clock" policy of the Federal Communications Commission in its bid to secure a cable franchise in Arvada, Colorado in 2007. The "shot clock" ruling will force Arvada to negotiate with Qwest within 90 days, otherwise the firm can be automatically granted provisional authority to provide cable services in the city.
