ABSTRACT
The article reports on the proposed rules of Federal Communications Commission (FCC) chairman Kevin Martin to cable operators in the United States. According to the author, the rules would result either in requiring the carriage of more TV station programming on cable or in pushing consumers to get new digital TV sets if they do not want to rent digital-to-analog converter boxes from cable providers.
