ABSTRACT
This article describes the Hope VI program by the U.S. Department of Housing and Urban Development that attempts to reorganize public housing into revitalized mixed-income neighborhoods. However, the author argues, that the dynamic between the social purpose of the program and the market driven needs of private enterprise is inherently one of conflict. One aspect that is under criticism is the need to move current residents of the housing projects. Many have felt this process is unfair and misleading.
