ABSTRACT
The article focuses on the impact of the two important changes to policy governing the phone system in the U.S. The changes in policy led the communication experts to create the consumer-accessible telephone answering systems due to the preferences given to the customers in purchasing telephones and add-on equipment. This system became popular in the market with 1 million answering machines sold starting the year 1984.
