ABSTRACT
The article discusses the released report concerning on the House of Representatives decision on the plan offsetting one quarter of carbon emissions in the U.S. According to "Greening the Capitol" report it was revealed that the House will offset 24,000 of its 91,000 tons of carbon emissions by purchasing $95,000 in offsets from the Chicago Climate Exchange. Moreover, the money will be taken out of the chief administrative officer's (CAO) budget.
