The article reports on the argument made by the National Cable and Telecommunications Association (NCTA) in a filing to the U.S. Federal Communications (FCC) Commission over giving permission to cable-system operators to bid on broadcast spectrum. The NCTA argued against a plan by the FCC to exclude cable-system operators from bidding to promote competition in broadband wireless services.
