The article reports that Eastern Market in charge John Harrod informed his vendors that the rent will increase by $5 in Washington. EMCAC Market Manager Bryan Cook distributed a letter to vendors telling them they do not have to comply but that did not stop Harrod from collecting his increased fees. Harrod acknowledged to Hillscape that he is behind on his own rent but he blames his money troubles on the condition of the building.
