ABSTRACT
The article presents an assessment of the democracy-building process in Iraq, and of global threats to democracy. Acknowledging the sectarian violence afflicting Iraqi society, the author also highlights the widespread voting for a new Iraqi government and the proliferation of civic groups and nongovernmental associations. The author says the U.S. project of spreading global democracy must continue in the face of "Islamo-fascism" and persistent nuclear and terrorist threats.
