ABSTRACT
The article reports on the approval of the Adaptive Planning (AP) Roadmap, a joint capability on December 13, 2005 by Donald Rumsfeld, Secretary of Defense in the U.S. The approval of AP represents a significant shift about the military planning concept of the Department of Defense. In addition, this change of military planning is a recognition that the President and the Secretary of Defense should have the ability to respond to threats and challenges.
