ABSTRACT
The article discusses the human capital crisis which alarmed the intelligence agencies for the year 2007 in the U.S. Ronald Sanders, chief human capital officer at Office of the Director of National Intelligence said that the bench strength at the midcareer level is really problematic. For this reason, there is a need for intelligence reform which encompasses the changes in work culture that agency manager wants to make.
