ABSTRACT
The article discusses the challenge faced by chief information officer (CIO) Shital Patel of Marion County, Indiana. Indianapolis and Marion Country governments have joined forces and are among the groups that have contracted out majority of their technology operations to private companies. A small percentage of the workforce are directly on Patel's payroll and the rest work for two contractors. But this did not stop Patel from developing a healthy working relationship with the two groups.
