ABSTRACT
The article reports on a 15-year franchise of the Verizon Communications Inc. to build video infrastructure in Montgomery County, Maryland. Such project is still under negotiation and is subjected to a public hearing on September 28, 2006 prior to its effectivity. The negotiation was decided by a court due to arguments concerning the franchise elements involving the location. It is inferred that unless the county council approves such agreement, the lawsuit will not be dismissed.
