ABSTRACT
The article focuses on the plan allegedly being circulated by U.S. Federal Communications Commission (FCC) chairman Kevin Martin that would allow television stations to demand both digital and analog carriage on cable systems beginning in early 2009. Cable and FCC officials who asked not to be named claimed that the proposal would also allow cable operators to drop the analog format if all subscribers had the needed reception equipment to view local digital television signals.
