ABSTRACT
The article reports on the elimination of a tariff requirement by the Public Service Board in Vermont each time a local system wants to change packaging or to launch a promotion. The change in regulatory attitude is attributed to the change of administration in 2002 when Jim Douglas became the governor and revised outdated policies. The condition was stated in the legislature H0845.
