State legislatures debate video franchise bills

The article focuses on the issue of the Bill A3980, which would foster competition between telecommunication (TELCO) video providers and the incumbent cable companies. The cable industry wants the TELCOs to be subject to the same laws and processes that govern in the cable systems. On the other hand, TELCOs are not in favor of such appeal from the cable industry. In return, the New York State Legislature is hearing testimony to roll out such issues.
