ABSTRACT
The article offers information on the Combined Joint Task Force-Horn of Africa (CJTF-HOA), a Standing Navy Command Element developed by Rear Admiral James M. Hart of the U.S. Navy to direct low-intensity warfare against terrorists. Established in Norfolk, Virginia, CJTF-HOA has the capability of running multinational forces and foster regional stability.
