ABSTRACT
The article offers information on the development of the American Street Empowerment Zone program in Philadelphia, Pennsylvania. The program was established in 1994 which aims to bring back the city's neighborhood that suffered decades of decline and disinvestment. The support and participation extended by the community made the city won the 2007 Housing and Urban Development Secretory's Opportunity and Empowerment Award for the successful implementation of the program. Through the program, it helps towards the growth of the city, opened business opportunities and created local employment.
