All over the world, especially in all the economies which have insufficient controls and are lack of document regulation, we frequently come across the concept of "Unregistered economy" from the years 1960 onwards. In all over the world, the concept of "unregistered economy", has taken place in the first ranks of agenda with different names and with different structures. In this study, as to turn "unregistered economy" into "registered economy" is one of the main conditions of development and growth, we made an evaluation with regard to the subject.
