The article discusses the framework for providing aid to European Union candidate countries which is known as the Instrument for Pre-Accession Assistance (IPA) which has been adopted by the Union's Council of Ministers. The IPA replaces a complex set of more than 30 different legal instruments and is intended to increase the targeting and efficiency of funds made available. The new IPA will run from 2007 to 2013.
